Launch of Massive Open Online Course (MOOC) on Migration and Refugees


This Sunday, on International Migrants Day, we launched our MOOC: ‘Localizing the Global Compacts on Migration and Refugees: Territorial Action on Human Mobility’,  developed by UCLG in partnership with the Mayors Mechanism, UNHCR, MC2CM, ICMPD and UN-Habitat.

Through this free online course, municipal workers, practitioners and other interested actors will learn about the role of LRGs in shaping human mobility governance and how their action contributes to global goals, including the Migration and Refugee Compacts as well as the 2030 Agenda.

Our Call to Local Action 2022 Report is now available in French, Spanish and English! A second edition of this report will be published ahead of the 2023 Global Refugee Forum.

2. Global processes on Migration and Forced Displacement

Global Compact for Safe, Orderly and Regular Migration (GCM)



NEW: Our IMRF Report is out! 
Have a look at local government action at the first-ever International Migration Review Forum (IMRF) which took place this May 2022. Read our key recommendations on implementation of the GCM, as well as the IMRF Progress Declaration – the key political outcome document of the conference.

Global Compact on Refugees (GCR) 

The second Global Refugee Forum (GRF) will take place from 12 – 15 December 2023. It will discuss progress with regards to the GCR implementation, as well as provide space for participants to announce new pledges. 

The Mayors Mechanism will bring the Call to Local Action local pledges to the GRF and is assessing local government advocacy opportunities as the roadmap towards the Forum develops.

Global Forum for Migration and Development (GFMD)

The Government of France will Chair the 2022 - 2023 GFMD Process, with a GFMD summit in February 2024.

The programme, entitled 'From environmental concerns to cultural aspects of migration: adopting an inclusive approach to meet the challenges and increase the opportunities for human mobility’, includes 6 thematic priorities, with an overarching focus on climate change and migration. 

On 21 – 22 November, France convened a Friends of the Forum meeting and organised 6 thematic preparatory discussions on the different sub-themes of their Programme.

3. Join "It Takes a Community"!

‘It Takes a Community’ (#ITAC), is a global GFMD Campaign that spotlights how migrants and fellow community members contribute to building more inclusive societies. It is an initiative by the GFMD Ad Hoc Working Group on Balancing Public Narratives on Migration, which is co-chaired by the government of Canada, Ecuador and the GFMD Mayors Mechanism and includes the cities of Dublin, Johannesburg, Mechelen, Montreal and São Paulo alongside other stakeholders. 

ITAC was launched in 2021, and will be extended for a second phase in 2023 with the goal to connect existing efforts, increase shared understanding between communication experts, and amplify existing campaigns and stories to a global audience.

4. Other news

  • On 8 – 9 November, the Mayors Mechanism spoke at the 3rd EMERGE Regional Conference, to introduce the Call to Local Action and share concrete examples on how national governments can work with LRGs for better migration-related solutions. The conference brought together different stakeholders at the local level in Armenia, Georgia and neighbouring countries. 
  • On 10 November, the Mayors Mechanism joined the Welcoming International Alliance gathering in Atlanta to talk about the GCM and GCR and to introduce the Call to Local Action. 

  • On the 10 – 11 November, ICMPD organised the fifth EUROMED Migration Euro-Mediterranean Migration Narratives Conference (EMNC) in Rabat. Colleagues from UCLG, UCLG Africa, ANVITA and Welcoming International represented local perspectives, as well as the work of the GFMD Ad Hoc Working Group on Public Narratives. 

  • On 21 November, the Mayors Mechanism joined a meeting hosted by UNHCR and UN-Habitat on Inclusive Cities, Communities of Solidarity (CICS) to present the Call to Local Action.

Established in 2018, the Mayors Mechanism – co-steered by United Cities and Local Governments (UCLG), the Mayors Migration Council (MMC), and the International Organization for Migration (IOM) – connects local and regional governments (LRGs) to the state-led Global Forum on Migration and Development (GFMD). As of 2021, the partnership scaled to also follow the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR). More info here.
